What this chapter covers

This chapter covers photographic and cinematographic goods: the sensitised materials and the chemicals used with them. Unexposed sensitised plates, flat film, roll film, paper, paperboard and textiles belong here, along with exposed and developed cinematographic film and photographic chemical preparations. The notes define "photographic" as the process of forming visible images, directly or indirectly, by the action of light or other radiation on surfaces sensitive to light (including heat-sensitive surfaces). Additional notes provide that where a sound film arrives as two separate bands — one carrying the image, the other the sound — each band is classified in its own heading, and that films of current-events content under 330 metres count as newsreels.
